(a) August 3 of each and every year is hereby officially designated as Treaty Day to be observed by the residents of Greenville in commemoration of the signing of the Treaty of Greene Ville on August 3, 1795.
(b) The American Flag shall be displayed by all residents of the City on that day as a mark of patriotic respect for the national significance which is associated with the signing of the Treaty of Greene Ville.
