If service is discontinued because of non-payment of utility bills or because of violation of utility rules and regulations, the services shall not be restored until all charges, costs and damages, if any, have been paid to the village or the violation has been corrected, and until the costs incurred in calling out personnel are paid according to the fees set forth by ordinance or resolution.
