No person shall move any building on, through or over any street, alley, sidewalk or other public place in the village without first obtaining a permit therefor from the Village Board of Trustees. Applications for these permits shall be made in writing to the Board and shall state thereon the proposed route and the number of days it is intended that the building shall occupy any portion of the street, alley, sidewalk or other public place in the village. the application shall be accompanied by a $100 non- refundable application fee. This fee shall be in addition to any fees required pursuant to § 97.081 of this chapter.
