No person shall throw, place, leave, cause or permit to be thrown, placed or left any filth, rubbish or garbage in or on any street, alley, sidewalk or other public ground in front of or adjoining any building or premises owned or occupied by the person or subject to his or her control, except in approved containers or receptacles.
