(A) Dead-end streets shall not be allowed unless specifically approved by the Plan Commission. Where allowed, dead-end streets shall not exceed 800 feet in length.
(B) Minor terminal streets or courts, or cul-de-sacs, which are designed so as to have one end permanently closed shall not be longer than 600 feet. Such streets shall be provided at the closed end with a turnaround having a radius at the outside of the pavement of at least 40 feet and a radius at the outside of the right-of-way of at least 50 feet. The cul-de-sac shall be a geometric shape so as to contain a circle with a minimum diameter of 80 feet.
