The owner of any lot, parcel of real estate or building connecting to the sewage works shall pay a connection charge in the amount of $75 for each connection prior to being permitted to make such connection. The Town Council finds such connection charge to be a reasonable and equitable pro rata cost of constructing a local or lateral sewer adequate to serve the property so connecting and the cost of providing a connection to the sewer system.
