§ 155.050 SANITARY SEWER IMPROVEMENTS.
   (A)   Sanitary sewer systems and sanitary sewer facilities. The subdivider shall construct a complete sanitary sewer system which shall adequately serve all lots and be properly connected to the town’s sanitary sewer system. Where a public sanitary sewer system is not reasonably accessible to the subdivision, the subdivider shall install alternate sanitary sewer facilities which shall be approved by the Plan Commission and the county’s Health Officer. In any case, sanitary sewer facilities shall be installed as required by the standards and specifications as approved by the state’s Department of Environmental Management.
   (B)   Connection restriction. No connections draining stormwater runoff, including roof drains or basement sumps, shall be made to a sanitary sewer.
   (C)   Design requirements. The design of sanitary sewer systems shall be in accordance with the town’s Construction Standards and as required by 327 I.A.C. 3 as adopted by the state’s Water Pollution Control Board.
   (D)   Lift station use. The use of lift stations in the design of the sanitary sewer system shall be avoided wherever possible and practical. The inclusion of lift stations shall be subject to the specific approval of the Town Council or its designated representative.
   (E)   Selected design criteria.
      (1)   Locations. Sanitary sewers shall be located within street rights-of-way unless topography dictates otherwise. When located in easements on private property, access shall be provided to all manholes. Unless specifically approved otherwise, sanitary sewer manholes shall not be located within drainage ditches, swales or other defined drainage areas. The minimum size of a public sanitary sewer shall be eight inches in diameter.
      (2)   Manholes. Manholes shall be installed at the end of each line, at any change in direction and at distances not greater than 400 feet on straight sections of sanitary sewer lines. The use of cleanouts other than as required on service laterals shall not be allowed.
      (3)   Cover. Unless specifically approved otherwise due to topography or limitations caused by the connection to existing sewers, the minimum cover on sanitary sewers shall be six feet in streets and alleys and four feet in all other areas.
      (4)   Laterals. A service lateral shall be provided to each lot proposed by the subdivider, which lateral shall serve only one lot. Laterals shall be placed a minimum of ten feet from any property line so as to allow for future maintenance and repair. A manufactured wye connection shall be installed on the mainline sewer for the purpose of connecting service laterals. The minimum size of service laterals shall be six inches in diameter.
