(A) Recycling in accordance with the requirements of this subchapter shall be mandatory.
(B) It shall be unlawful for any citizen of the town to place recyclable material for collection other than for special collection, except that nothing in this subchapter shall be construed as prohibiting households otherwise subject to this subchapter from:
(1) Separating out recyclable materials and disposing of the same at a recycling center; or
(2) Donating the same to groups or organizations soliciting donations of such recyclable materials.
