Pursuant to the authority granted by this subchapter, the Town Council is authorized to establish and implement a program for the special collection of recyclable materials within the town subject to the terms and conditions of this subchapter. The Town Council is authorized to establish and implement such a program for all, or a portion, of the households in the town which are served by the town’s waste collection service. The number and location of households for which special waste collection service is provided may be adjusted by the Town Council from time to time.
