§ 156.075 PUBLIC PARKING AREAS.
   After the effective date of this chapter, every parcel of land which is changed to a public parking area, automobile or trailer sales area or public garage shall be developed as follows.
   (A)   Such area, where subject to moving traffic, shall be paved with an all-weather, dust-proof surface and shall have appropriate bumper guards or curbs where needed.
   (B)   (1)   Where such area adjoins a lot in a residential zone, a solid wall, compact evergreen screen or uniformly-painted solid board fence having a height of not less than five feet shall be erected and maintained between such area and the property in the residential zone.
      (2)   Such enclosures shall be at least five feet from the side of a lot in a residential zone, and all required front and side yards shall be properly maintained as such.
   (C)   Any light used to illuminate said parking area shall be arranged, insofar as practical, so as to reflect the light away from the adjoining premises in a residential zone.
