With a majority of those voting in the election held November 3, 1987, having voted in favor of taking the municipally-owned utility out of the jurisdiction of the Public Service Commission of the state for the approval of rates and charges, said utility is hereby removed from the jurisdiction of the Public Service Commission of the state for the approval of rates and charges, all as pursuant to I.C. 8-1.5-3-9.
