Before the final plat of any subdivided area shall be approved, signed and recorded, the subdivider shall construct all improvements as required by this chapter in accordance with the approved preliminary plat and construction plans, except as allowed by § 155.131 of this chapter. Improvements shall include the construction of all streets, sidewalks, public utilities and grading as required to properly develop the building lots. Improvements shall be performed to the satisfaction of the Commission and the Town Council.
