(A) Utility construction within the right-of-way of state highways or railroads shall be installed in accordance with the specific requirements of either the state’s Department of Transportation for highways or of the railroad company.
(B) Utilities crossing highways or railroads shall involve boring and casing the utility pipe unless specifically approved otherwise by the governing agency and the town.
