The use of any fireworks shall be restricted to the property owned or leased by citizens of the town and their guests. Fireworks shall not be used on any public property of the town including, but not limited to, public streets, public sidewalks, alleys, parks or public rights-of-way. Any person discharging any fireworks, whether during authorized time periods or not, shall be responsible for any and all damages or injuries which may result from the use of said fireworks.
