It is made the duty of the members of the Town Council and the town’s employees to report the existence of nuisances to the enforcement authority. The enforcement authority or its representative shall be authorized to visit and enter into or upon the buildings, lots, grounds or premises within the limits of the town for the purpose of ascertaining and discovering any nuisances to make examination thereof.
