In the event that any vehicle is parked in violation of this subchapter in such a manner so as to constitute a hazard or obstruction to the normal and safe movement of traffic, the Town Marshal or his or her deputies may cause such illegally-parked vehicle to be towed and stored at the expense of the driver or owner of the vehicle.
