(A) For the periodic establishment of charges provided for in Appendix A of Chapter 50 of this code, the strength of wastewaters shall be determined from samples taken at the aforementioned structures for any period of time, for such duration and in such manner as the town may elect or at any place mutually agreed upon between the user and the town. Appropriate charges for sampling and analysis may be assessed to the user at the option of the town.
(B) The results of routine sampling and analysis by the user may also be used for the determination of charges after verification by the town.
