§ 32.04 EACH COMMISSIONER TO SUPERINTEND SPECIFIC CITY DEPARTMENTS.
   (A)   All administrative and service functions of the city shall be classified under departments created by ordinance which shall prescribe the functions of the department and the duties and responsibilities of the department head and his employees.
   (B)   The Commission shall at its first regular meeting in each year designate the Commission member to have superintendence over each department established under this section; however, the Commission may delegate responsibility for overall supervision of any or all departments to a City Administrative Officer established pursuant to KRS 83A.090.

   (C)   In accordance with KRS 83A.140(6) the following departments are hereby created. The functions of said departments and the duties and responsibilities of the department heads and their employees shall be as prescribed by state law for cities of the sixth class.
      (1)   Department of Finance. Duties shall include budget preparation, tax assessment collection, advice to Treasurer, annual audit, procurement, insurance coverage.
      (2)   Department of Transportation. Duties shall include road maintenance, snow removal, signs, lines and markings.
      (3)   Department of Maintenance. Duties shall include mowing, fertilizing, beautification oversight, street lights.
      (4)   Department of City Services. Duties shall include sanitation-sewer, garbage collection, building permits (appointed commissioner shall serve as chairman of the building plan review committee), sending of ordinance summaries, deeds of restriction copies to new residents.
