A person wishing to erect, install, maintain, operate, repair, replace, remove or restore a private communications system in the rights-of-way must obtain a license therefor from the city. Such license shall only authorize placement of the private communications system in a specific portion of the rights-of-way for a limited period of time and for a specific purpose in connection with the person's
business and shall not permit the provision of communications service to any other person. Such person shall submit an application to the city on such form as may be developed by the city, accompanied by such application fee as may be determined by the city.
