Unless otherwise agreed to in writing, all communications franchise fees shall be due and payable on a quarterly basis and payment shall be made on or before the date which is 30 calendar days after the last day of the calendar quarter for which the payment applies (the "due date"); provided, however, that in the event that a franchisee ceases to provide service for any reason (including as a result of a transfer), such franchisee shall make a final payment of any amounts owed to the city on or before the date which is 30 calendar days after the date on which its operations in the city cease (which shall be deemed a "due date" for purposes of this subchapter).
