No utility company may disturb existing storm drainage facilities without the consent of the City of Greensburg staff, whose decision may be appealed to the common council of the City of Greensburg. All existing drainage facilities shall have senior rights and damage to said facilities shall result in penalties as prescribed in §§ 52.110 through 52.113.
