It is the purpose of this subchapter to benefit the residents of the city as a whole by identifying sidewalk café outdoor dining and promoting pedestrian traffic in commercial areas, enhancing the attractiveness of the downtown business zone; and making beverages and food conveniently available for members of the public, without creating a health or safety hazard or inconveniencing pedestrians.
