§ 155.235 APPLICATION AND PETITION FILING FEES; INSPECTION FEES.
   (A)   Application and petition filing fees.
      (1)   Applications and petitions filed before the Plan Commission and the Board of Zoning Appeals shall be accompanied by filing fees, specified below, and shall be paid to the city.
      (2)   All fees are due at the time of filing unless otherwise noted.
         (a)   Annexation:
            Annexation (voluntary)   $250 plus $10 per acre
            With initial zoning      $400 plus $10 per acre
         (b)   Zoning ordinance amendment:
            Text            $250
            Map            $250 plus $10 per acre
         (c)   Subdivision plat:
            Primary plat         $300 plus $5 per lot
             (whole subdivision)
            Secondary plat         $200 plus $5 per lot
             (including development plans and construction; whole subdivision or sections thereof)
         (d)   Non-subdivided developments:
            Multi-family         $300 plus $5 per unit
            Commercial/Industrial   $300 plus $25 per acre
         (e)   Any revision amendment, modification or change in a secondary plat or development plan shall be 50% of the original fees.
         (f)   Zoning approvals:
            Variance         $150
            Special exceptions      $150
      (3)   These fees shall be paid and deposited in the General Fund.
   (B)   Inspection fees. Permits shall be issued upon prior payment of inspection fees according to the following schedule:

      (1)   If a permit is not filed and construction has begun, the applicant will be charged double the permit and inspection fee amount. No concrete shall be placed for foundations without prior inspection. No electrical, mechanical, plumbing, or thermal insulation work shall be covered without prior inspection. The Building Commissioner shall in all cases designate the state of construction when each required inspection must be requested by the permit holder. A certificate of occupancy must be issued before any building or dwelling can be occupied. Where additional inspections (including the final inspection) are required due to failure of permit holder to have work ready completed according to code or the permit holder does not call the Building Inspector for inspections, at a designated state of construction, the Building Commissioner shall have the power to assess a reinspection fee of $100 for each reinspection. Reinspection fees shall be paid to the Building, Planning and Zoning Department before the final inspection or the issuance of a certificate of occupancy.
      (2)   All of the inspection fees referred to herein shall be paid and deposited in the General Fund, with exception to the permit and inspections fees and the fees or split as follows:
         (a)   The first $100 of each permit or inspection fee shall be paid to the General Fund for the city; and
         (b)   After the first $100 is paid, then the proceeds from the permit or inspections shall be paid as follows:
            1.   50% to the Unsafe Building Fund; and
            2.   50% to the General Fund.
