§ 153.04 PROCEDURE.
 
   In planning and developing a subdivision, the general principals and requirements set forth in §§ 153.15 through 153.21 shall be observed and in every case the following procedure should be pursued:
   (A)   Concept plan. The subdivider, their registered engineer, or registered land surveyor shall first submit their proposed plat in sketch form to the Planning Director to ascertain the location of proposed streets, parks, or other planned development.
   (B)   Upon the receipt of the application, the Planning Director shall, if they determine that the standards in this code have been met, set a date for a hearing before the Commission, notify the applicant in writing, and notify by general publication any person or governmental unit having a probable interest in the proposed plat. The cost of publication of the Notice of Hearing shall be met by the applicant.
   (C)   If the Planning Director determines that the standards in this code have not been met, they shall reject the application and provide the applicant with a notice of the items of noncompliance.
   (D)   Technical Review Committee. The Technical Review Committee is hereby established with the membership composed of the following representatives from city staff: Planning Director, Water Superintendent, Sewer Superintendent, Street Superintendent, Fire Chief, and Plan Commission President. The Technical Review Committee shall examine each application to determine if the proposed improvements meet the requirements of this code. The Committee shall report its findings to the Planning Commission staff prior to the date set for a hearing.
