§ 153.03 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   "ACCESSORY USE" or "ACCESSORY STRUCTURE." A use or structure subordinate to the principal use or building on the same lot and serving a purpose customarily incidental thereto.
   “ADMINISTRATIVE SUBDIVISION.” A subdivision or resubdivision which involves only the removal of interior lot lines of two or more adjoining parcels owned by the same person(s), with the outside perimeter of the property remaining unchanged, resulting in one parcel.
   "ALLEY" or "SERVICE DRIVE." A right-of-way, other than a street, road, crosswalk, or easement, that provides secondary access for the special accommodation of the abutting property.
   "ARTERIAL, MAJOR." A state road intended to provide service to statewide or interstate travel.
   "ARTERIAL, MINOR." A state road which links major cities and traffic generators serving statewide and inter-county traffic movements.
   "BLOCK." An area that abuts a street and lies between two adjoining streets or barriers such as a railroad right-of-way, waterway, or other definite barriers.
   "BOARD." The Board of Zoning Appeals.
   "BUILDING." Any structure for the shelter, support, enclosure, or protection of persons, animals, or property.
   "BUILDING AREA." The horizontal projected area of the buildings on a lot, excluding open areas or terraces, unenclosed porches not more than one story high, and architectural features that project no more than two feet.
   "BUILDING LINE." The line that establishes the minimum permitted distance on a lot between the front line of a building and the street right-of-way line.
   "BUILDING OFFICIAL." The employee designated by the Plan Commission to administer the regulations.
   "COLLECTOR." A street serving inter-county traffic movement.
   "COMMISSION." The City Plan Commission.
   "CORNER LOT." A lot at the junction of and abutting two intersecting or intercepting streets.
   "CUL-DE-SAC." A service street with a turn-around.
   "DETACHED BUILDING." A building that has no structural connection with another building.
   "DEVELOPMENT PLAN." The adopted plan for orderly growth of the county and municipalities.
   "DWELLING." A building or portion thereof that is used primarily as a place of habitation, but not including a hotel, lodging house, boarding house, or tourist home.
   "FRONT LINE." With respect to a building, means the foundation line that is nearest the front lot line.
   "FRONT LOT LINE."
      (1)   For an interior or through lot, means the middle of the street; and
      (2)   For a corner lot, means the middle of the street nearer the improvement.
   "FRONT YARD." A yard that is bounded by the front line of the principal building, by the adjacent street right-of-way, and by the segments of side lot lines that they intercept.
   "GARAGE, PRIVATE." A detached accessory structure or portion of a principal building used for the storage of self-propelled passenger vehicles or trailers of the occupants of the premises or not more than one truck of a rated capacity not exceeding 1½ tons.
   "GROUND FLOOR AREA." The area of a building in square feet, as measured in a horizontal plane at the ground floor level within its largest outside dimensions, exclusive of open porches, breezeways, terraces, garages, and exterior or interior stairways.
   "INTERIOR LOT." A lot other than a corner lot or a through lot.
   " LOCAL SERVICE STREET."
      (1)   "MAJOR." A street designated for large volumes of traffic movement within a neighborhood.
      (2)   "MINOR." A street designed for collecting local traffic and to provide circulation to reach major local service streets.
   "LOT." A parcel of land, abutting on a street, intended to be occupied by a building and its accessory structures, and is sufficient to provide the yards and courts required by this chapter.
   "LOT AREA." The horizontal area within the lot lines of the lot.
   "LOT COVERAGE." The percentage of the lot area that is represented by the building area.
   "LOT DEPTH." The mean horizontal distance between the front and rear lot lines.
   "LOT WIDTH." The distance between the side lot lines as measured on the building line.
   "MODULAR HOME, DWELLING." A dwelling constructed at a location other than the lot and transported to its intended site of use prior to final assembly.
   "NONCONFORMING USE." A use that exists at the time the provision of this chapter is passed but does not conform with the provisions of this chapter for the district in which it is located.
   "PERSON." An individual, corporation, firm, partnership, association, organization, or any other groups that act as a unit.
   "PLAT." A map or chart that shows a division of land and is intended to be filed for record.
   "PUBLIC STREET." A street established for or dedicated to public use.
   "REAR LOT LINE." The lot line that is opposite the front line and farthest from it.
   "REAR YARD." A yard that extends across the full width of a lot and is bounded on the rear by the rear lot line and the rear of the building line.
   "RESUBDIVISION." A resubdivision of land or lots shall be considered a subdivision.
   "SIDE LOT LINE." A lot boundary line other than a front or rear lot line.
   "SIDE YARD." A yard between the principal building and the adjacent side lot line.
   "STREET." A right-of-way that is established by a recorded plat to provide the principal means of access to an abutting property.
   "SUBDIVIDE." Any person, firm, or corporation engaged in developing or improving a tract of land, which complies with the definition of a subdivision as defined in this chapter.
   "SUBDIVISION." The division or resubdivision of a tract or parcel of land into two or more lots, plats, sites, or other divisions of land; or the consolidation of parcels, for the purpose, whether immediate or future, of transfer of ownership or building development.
