Any decision of the Building Commissioner concerning the issuance of an improvement location permit may be appealed to the City Board of Zoning Appeals when the decision in question involves a requirement of the zoning code, or to the City Plan Commission when the decision in question involves the requirements of other parts of the Master Plan, by any person claiming to be adversely affected by such decision.
