Because of traffic congestion, pedestrian hazards, and other safety factors, vehicles shall not be permitted to sell or to offer for sale any ice cream, candy, soft drink beverages, or other confectionaries in the following designated areas and streets in the city.
(A) On any street or alley within 250 feet of any public or parochial school, public park, or public playground.
(B) On any state highways, First Street from North Lincoln to North Michigan Avenue, South Broadway from West Main Street to South Monfort, Davis from South Monfort to South Ireland, Park Road from South Ireland to the city park.
