It shall be unlawful for any person to use, or permit the use of, any vehicle, including wagons and motor vehicles and vehicles propelled by manpower, for the sale or the offering for sale of ice cream, candy, soft drink beverages, and other confectionaries intended for human consumption on any public street or sidewalk in the city unless the provisions of this chapter are fully complied with, and a license for such vehicle is first secured.
