Any remonstrator feeling aggrieved by the action of the Board of Public Works and Safety in overruling his remonstrance may, within ten days after such action by the Board, and not later, appeal from that decision to the circuit court of the county, and until such appeal has been determined, no further proceedings affecting the appellant in such matter shall be had by the Board.
