§ 95.16 NOTICE TO PROPERTY OWNERS.
   (A)   In addition to publication pursuant to IC 5-3-1-1 through 5-3-1-9, notice of the adoption of a resolution pursuant to § 96.15 shall be given to the property owners whose lands abut the sidewalk which is to be constructed or repaired. Such notice shall be written or printed and shall be served by the Chief of Police on such landowners in person, however, if any such landowners shall not be found by the Chief of Police within the city, the Chief of Police shall post on the land of such absent owners, at or near the places where the sidewalk is to be built, improved, or repaired, a copy of such notice, and the giving of such notice as above provided shall be sufficient as the notice required by law to be given.
   (B)   Such notice shall fix a time, not less than ten days after the service or posting thereof as above provided, at which time the owner or owners of such land or lands may appear before the Board and remonstrate against the construction, improvement, or repair of such sidewalk. Such remonstrance shall be in writing signed by such landowner.
