(A) The occupant, or owner if there is no occupant, of every building or lot within the city, fronting or bordering on any street, shall clean the sidewalk in front of such building or lot of all snow or ice before 9:00 a.m. each day, and keep the same clear of snow and ice.
(B) It shall be unlawful for the owner or occupant of any building in the city to collect the water from rain or melted snow which falls upon the roof of such building, into a gutter or trough and cast it or allow it to be discharged upon any public sidewalk in the city or to allow or permit such water to run or drip upon any sidewalk in the city.
