In any case where a provision of this subchapter is found to be in conflict with a provision of any health ordinance or code enacted by the Council and existing on the effective date of this subchapter, the provision which establishes the higher standard for the promotion and protection of the health of the people shall prevail.In any case where a provision of this subchapter is found to be in conflict with a provision of any other ordinance or code existing within the limits of the city on the effective date of this subchapter, which establishes a lower standard for the promotion and protection of the health of the people, the provision of this subchapter shall be deemed to prevail.
