(A) It shall be unlawful for any person having the ownership or control of any animal matter which is in the process of decay or is offensive or dangerous to the public health within the city to permit the same to be and remain within the city more than 24 hours.

(B) It shall be unlawful for any person to place, deposit, or permit to be deposited in an insanitary manner upon public or private property within the city, or in any area under the jurisdiction of the city, any human or animal excrement, garbage, or other objectionable wastes or waste waters.
