§ 91.02 SPECIAL MAYORAL PROCLAMATION.
   When, in the judgment of the Mayor, a civil emergency is deemed to exist, he shall forthwith proclaim in writing the existence of the emergency.In case of the absence of the Mayor from the city the Acting Mayor appointed by the Mayor or, if there is none, the Chief of Police, shall be authorized to act in his stead.Such proclamation shall state the regulations invoked thereby, and shall be published in English in a newspaper of general circulation published in the city, as quickly as possible, and shall forthwith be posted in five public places in the city.The officer making such proclamation shall endeavor to have the fact and contents thereof broadcast by radio or television.
