(A) The following streets shall be designated as through streets in the city, and such streets shall have preference over intersecting streets:

(B) The streets designated in division (A) above as through streets shall be marked with a stop sign located as near as practicable at the property line of the highway at the entrance to which the stop must be made, or at the nearest line of the crosswalk thereat, or, if none, at the nearest line of the roadway.
