Every person owning, leasing, or operating railroads within the corporate limits of the city shall when crossing any street or thoroughfare within the city give preference to all fire trucks, or other fire-fighting vehicles and ambulances on emergency runs and calls; and shall break all trains, moving or standing, over or on such crossings in order to allow such emergency vehicles to cross at such crossings.
