No person owning, leasing or operating railroads within the corporate limits of the city shall operate any engine, freight, or passenger cars, loaded or otherwise, at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In no event shall the speed of any such engines, cars and trains be operated within the corporate limits at a speed in excess of 30 miles per hour.
