(A) The Street and Sanitation Commissioner of the city is hereby authorized and empowered to declare temporary tow-away zones on city streets and rights-of-ways for the purpose of allowing the efficient and unobstructed sweeping of streets, removal of snow and resurfacing of streets.
(B) Whenever the Street and Sanitation Commissioner determines that a need exists for the establishment of a tow-away zone to accomplish such purposes, then such Commissioner shall notify affected persons in the following manner:
(1) Information regarding the time, place and commencement of the tow-away zone shall be conveyed to the public news media at least 24 hours in advance.
(2) Legible signs shall be posted along affected streets and rights-of-way by the city street department at such intervals of distance as may be appropriate.
(C) It shall be unlawful to park, position or place, or to cause to be parked, positioned or placed any vehicle within a marked tow-away zone during the effective time thereof. Any such licensed or unlicensed vehicle found parked, positioned or placed within the limits of such temporary tow-away zone during the effective time period of same may be towed and removed therefrom.
(D) Any vehicle which is towed in accordance with this section may be recovered and redeemed by paying any and all fees or expenses incurred by reason for its removal from the temporary tow-away zone.
(E) Any fines collected for violations of this section shall be deposited to the City of Greensburg General Fund
