No person shall drive, conduct, load, or unload any vehicle in such a manner as to be likely to cause a blockade, accident, or injury to man, beast, or property, nor shall any vehicle be operated or allowed to remain on the street or alley in such manner as to form an unreasonable obstruction to the traffic thereon.
