(A) The Clerk-Treasurer of the city shall create and maintain a fund for the inspection fees to be collected from vehicle inspections. This fund shall be entitled the "Special Vehicle Inspection Fund."
(B) The monies deposited in the Special Vehicle Inspection Fund shall not revert to the general fund from time to time, but rather shall be nonreverting and continue perpetually until further order of the Common Council of the city.
(C) The Special Vehicle Inspection Fund may only be expended, after appropriation for law enforcement purposes. All expenditures shall be processed, appropriated, claimed, and allowed in the same manner as other claims of the municipality.
