Unless a provision explicitly states otherwise, the following terms and phrases, as used in this subchapter, shall have the meanings hereinafter designated.
"CONSUMER." The person, firm, corporation or association having an interest, either as owner or tenant of any premises, which is supplied with water by the Utility.
"UTILITY." The Greensburg Water Utility.
