(A) Qualifications. The citizen members of the Plan Commission shall hold no other office in the city government, with the exception of the member appointed from the County Park and Recreation Department, and shall be qualified by knowledge and experience in matters pertaining to the development of the city, and shall be residents of the city.

(B) Terms. The citizen members of the Commission shall be appointed for a term of four years.

(C) Compensation. The members of the Commission shall receive no salary for service on the Plan Commission.
