(A) Under the provisions of IC 36-10-3-20, as amended, there is created a special nonreverting capital fund for the purposes of acquiring land or making specific capital improvements by the County Parks and Recreation Board.
(B) The Common Council may include from year to year in the budget established for the County Parks and Recreation Board an item and an appropriation to such nonreverting capital fund.
(C) Moneys placed in the special nonreverting capital fund shall not be withdrawn except for the purposes for which the fund is created.
