13-1-2: CONSTRUCTION WITHOUT PERMIT UNLAWFUL:
It shall be unlawful for any franchise grantee to install, construct or otherwise utilize the streets, alleys or rights of way of the city without first obtaining approval from the city. (1995 Code § 28-1-2)
