A. Any person, firm or corporation, whether as principal, agent, employee or otherwise, who shall erect, construct or reconstruct any building which involves structural alterations or which involves an increase in floor space in the city, without first obtaining a permit therefor from the planning and zoning administrator (building inspector) shall be guilty of a class C misdemeanor, and any person, firm or corporation, whether as principal, agent or employee or otherwise, who shall change the use of any building or other structures or use of any land within the city, in violation of the provisions of this title, shall be guilty of a class C misdemeanor and, upon conviction thereof, shall be subject to penalty as provided in section 1-4-1 of this code. B. Such person, firm or corporation violating this title or any part thereof shall be deemed to be guilty of a separate offense for each and every day during which such violation is committed, continued or permitted by such person, firm or corporation and shall be punishable as provided by law as a separate offense.
