If a hearing is deemed necessary by the Planning Commission all property owners within a two hundred fifty foot (250') radius of the conditional use applicant's property shall be mailed a notice at the applicant's expense of any hearing to grant or deny the conditional use permit a minimum of ten (10) days prior to the date of the hearing.
