In addition to the definitions set forth in section 3-1-3 of this title, the following word as used in this chapter shall have the meaning herein prescribed:
SOLICITOR: Any person selling, offering for sale or taking orders for merchandise door-to-door within the city. Merchandise shall include goods, food, wares, photographs, subscriptions to any kind of publication, insurance, tickets, coupons or receipts, representing value. The term "solicitor" includes, but is not limited to, photographers, sellers of magazines, cosmetics, home care products, etc., and any other person engaged in direct sales, but specifically excludes newspaper carriers.
