§ 31.35 BOARD OF PUBLIC WORKS AND SAFETY; DUTIES AND RESPONSIBILITIES; ORGANIZATION.
   (A)   Board established. There is hereby established a Board of Public Works and Safety within the Executive Branch. The Board shall be the chief administrative body of the city and shall have control of the day-to-day operations of the following executive departments which are established:
      (1)   Police Department;
      (2)   Fire Department;
      (3)   Utilities Department;
      (4)   Street Department;
      (5)   Animal Control Department;
      (6)   Engineering Department;
      (7)   Human Resources;
      (8)   Cemetery;
      (9)   Planning Department;
      (10)   Department of Law; and
      (11)   City garage.
   (B)   Duties and responsibilities. The Board is hereby designated as the purchasing agency for the city and its departments. The Board, in its capacity as purchasing agency, shall have all the powers and duties authorized under I.C. 5-22, the same as may be supplemented, from time to time, by ordinances adopted by the Common Council and by policies adopted by the Board. The Board in its capacity as purchasing agency shall act as the purchasing agency for every public board, department, or other entity of the city. The Mayor, the Clerk-Treasurer, and each department head shall act as purchasing agents for that office department.
   (C)   Organization. The members of the Board are the Mayor and four voters of the city who shall be appointed by the Mayor and serve at the leisure of the Mayor.
