All permits are nontransferable and entitle only the holder thereof to sell, distribute, solicit, or canvass within the city for the period of time set forth thereon, subject to the following conditions.
(A) All holders shall openly display and wear upon his or her person while conducting his or her activities the identification badge issued by the Clerk-Treasurer and shall provide the same for review at any time on request by any police officer of the city or by any other individual.
(B) No holder shall enter into any house, building, or other structure, or enter upon any land or other real property, without the prior consent of the owner thereof.
(C) All holders shall be restricted to conducting door-to-door activities between the daytime hours of 9:00 a.m. and 7:00 p.m. during any weekday and Saturday, and noon to 7:00 p.m. on Sunday.
(D) All holders are prohibited from conducting door-to-door activities at a residence or within a neighborhood if a sign that reads “no soliciting” has been posted at the front door or other conspicuous place of the residence or at the entryway or other conspicuous place of the neighborhood.
(E) No holder shall make a false statement or misrepresentation of fact in the course of conducting his or her activities, and all holders shall conduct themselves, at all times, in an orderly and lawful manner.
(F) Any holder who takes orders for the future delivery of any type of goods or services shall give written receipt to the purchaser at the time that such order is made, with such receipt being signed by the holder and providing a brief description of the goods or services ordered; the name, address, telephone number, facsimile number, and email address of the entity with whom the purchaser may communicate regarding the status of any such order the total purchase price; and the amount of payment, if any received by the holder from the purchaser.
