§ 31.15 APPOINTMENT OF DEPARTMENT HEADS.
   The Mayor shall have the authority to appoint the following department heads who shall serve at the leisure of the Mayor:
   (A)   The Fire Chief;
   (B)   The Police Chief;
   (C)   The City Attorney;
   (D)   The City Engineer; and
   (E)   Such other department heads as the Mayor may appoint.
